It has nothing to do with whether it was made for Windows first. Ubuntu
is supposed to be a Free (as in freedom) distribution
(http://www.ubuntu.com/community/ubuntustory/philosophy) so it doesn't
distribute proprietary software in main (the only place officially
supported software resides). There is a place for unsupported
proprietary software (multiverse), and I'm not sure why Acrobat Reader
is no longer there.
That said, I agree that KPDF is a great program and I have no desire for
AcroReader.
