Laptop freezes with USB-PCMCIA

I have a USB 2.0 card for a PCMCIA slot. The laptop freezes when the 
card is plugged in, and returns to normal as soon as the card is 
ejected.

However, if I run the suspend command first:

echo 3 > /proc/acpi/sleep

and resume, then it works. Any ideas what the sleep/suspend command is 
doing to make the card work?

Kubuntu Dapper 6.0.6 with latest updates. Laptop is an IBM T22.
