packages kept back, adept notifier icon won't go away

Hello,

The adept notifier icon won't get out of my system tray.  It says there are
31 updated packages.

If I run 'sudo apt-get upgrade', it gives me the following output:

The following packages have been kept back:
  < ... bunch of packages ... >
0 upgraded, 0 newly installed, 0 to remove and 31 not upgraded.

What does that mean?  Does it have anything to do with the fact that I
upgraded to Edgy from Dapper via apt-get recently?
