I put "deb http://debsarge.plutohome.com/download/ ../debian main" in to
my sources.list and did an "apt-get update" and that seemed to work for me.

$ apt-cache policy pluto-orbiter
pluto-orbiter:
  Installed: (none)
  Candidate: 2.0.0.40
  Version table:
     2.0.0.40 0
        500 http://debsarge.plutohome.com ../debian/main Packages
