Is this across a LAN or across a VPN?

I have not used dynamic IP addresses for years, so I don't know whether
that may indeed have something to do with your problem, but I do know that
I used to see this kind of behaviour sporadically when moving large files
across a VPN until I started to use the IPTOS_THROUGHPUT socket option when
mounting the remote filesystem.
