Kubuntu-Windows network

Yesterday morning I moved a document from my Kubuntu machine to a
shared folder on a computer running Win2k. Yesterday afternoon I
tried to move another document, I got a message "timeout on server."
Is this because I use dynamic IP addresses and not static ones?
