This all sounds like you mangled something in the middle of a package 
operation, and your system is stuck with a lot of things partially installed, 
or partially uninstalled.  Commands disappearing is the key.  It's either 
something like this, or your filesystem is corrupt.

You sound like the kind of guy who needs step by step instructions trying to 
fix this, and I don't have time to write them out at the moment.  I'm hoping 
someone else will second my opinion here, and step in to offer you some help.
