I read the thread that the OP had linked to LKML, and it ends with a 
link to the RH bugzilla.  It is a HAL/hdparm issue in FC5 with kernel 
2.6.15 (#188630 - 40% IDE disk I/O performance regression in userspace)

It could be present in Dapper. If you are willing to help, try to 
recreate the problem per steps in the report.  If you can, file a bug 
in Malone and include all of your hardware and details, and the exact 
steps to reproduce it.  That would be a great contribution (IMO).
