That file isn't a sample file, but most of the setting are indeed 
commented out.  Very similar to grub's menu.lst (in /boot/grub).

Debian does that a lot.  They fill the config files with a lot of 
comments to give examples and explanations of the possible settings.  
Much better than other systems that rely on the text files for 
configuration but bury the settings in some document that you'll not 
likely read.

If you look closely in that file, you'll see the sample line for the 
prepend command.  You can just remove the comment and put your DNS info 
there and it will be set.

It is possible that there is a command that will let you change the info 
without having to manually edit the file.  However, if you know how the 
system works, then most of the commands are not needed.  Remember that 
all of debian is configured with text files specifically for that 
reason.  Anyone can edit them with their favorite text editor and no 
program is needed, although programs may also edit the file.
