In either the "old" kcontrol or System settings it should be there,
in the system settings ("new") one it will be on the bottom right,
the icon looks like traffic lights.
Or in kcontrol it's in System Administration, same icon.
If you can't find it just make sure you have alsa-utils installed.
#sudo apt-get install alsa-utils
then start it up.
#sudo /etc/init.d/alsa-utils start
