HAL might have started GNOME specific, but AFAIK it's now a more generic
way to get access to the hardware. You should also have dbus installed
(although hal depends on dbus, so you should get both installed).
I have just done two new installations of Kubuntu Dapper, and in both
instances hal was installed (also if you look at the dependency line of
kubuntu-desktop, hal is one of the dependencies).
