Issue with monitor power off -- Dapper won't remember settings

Hi,
Been having a very weird problem with Dapper on my Dell Dimension
desktop for a while now. Basically I have, or rather I want the "turn
monitor off after 30 minutes" setting on. But every time I log out & log
back in, & go into power management, I find that the setting has been
unchecked. I have tried setting it as administrator, as user, all to no
avail. If I log out & log back in, the setting is forgotten & the
monitor won't turn off.
What do I do? Or what am I doing wrong?
