Why do you want to have X running with root?  That is a seriously 
dangerous because X is a server and thus opens your whole system for 
everyone to enter.  That's why its called Xserver.  Ubuntu specifically 
disables graphical root logins specifically for that reason.

But, if you really want to, you should just be able copy  the 
/home/user-name/.kde directory to /ro ot/.kde and the settings you 
created for you user account would then apply to root.
