Once you've established the VPN tunnel to the Windows box, can you ping
anything on the other side? Sounds like a routing problem to me.
What happens when you do this?
$traceroute <ip-on-other-side-of-pptp-tunnel>
If you don't have traceroute installed, "sudo apt-get install traceroute".
