No such beast - each account is setup independently...as you have 
discovered :)  This is a real pain if you have a laptop and work off-line 
too.  I've worked around it by hacking the kmail.conf with a sed script when 
off-line BEFORE I fire up kmail.  Then reverse the change when online.

Sounds horrid - but it's all done during the boot sequence :P  Scripting is a 
GREAT skill to learn!
