rsync failure after installing kubuntu

Greetings;

I have in the past, with a BDI-4.30 install on my shop box, been making an
rsync image of the Enhanced Machine Control tree on that box on this one
every night. But the emc folks switched the target distro it runs on to
Ubuntu, and now my rsync is miss-firing. The clients 'password' file has
been restored, and contains roots password, but this invocation of rsync
is returning the following error:

gene at coyote:>rsync -avz --delete --password-file=/etc/rsync/coyote.elladene
root at 192.168.71.4::emc2 /home/gene/emc2.head
rsync: failed to connect to 192.168.71.4: Connection refused (111)
rsync error: error in socket IO (code 10) at clientserver.c(107) [receiver]

It also miss-fires for root. What can I do to fix it?

Cheers, Gene
People having trouble with vz bouncing email to me should add the word
'online' between the 'verizon', and the dot which bypasses vz's
stupid bounce rules. I do use spamassassin too. :-)
