I stand correct in the respect that using the smallest cluster size possible
will lead to the most efficient use of available storage. Though the FAT
cannot be of a fixed size, since it is equally possible to format a 1GB drive
with 4kb clusters as it is to format a 2GB drive with the same cluster size.
Obviously the larger drive will have a larger FAT to keep track of the extra
clusters.
Though this theory seems to be at odds with what Acronis will report about
current and predicted cluster usage. It reccommends in almost all cases to
use a cluster size larger than the minimum allowed.
