OK.  Somehow this worked.  I ran

cat /usr/share/apps/kweatherservice/stations.dat | grep Philadelphia

and found that the station nearest me (Wings Field) was not appearing on
the country-city tree of the configuration dialog.  I noted the code as
KLOM.  So I ran

kweatherreport KLOM

and got a station down for maintenance report.  Next I went to the
kweather configuration dialog and KLOM was now listed as one of my
selected stations on the weather service tab, and Wings Field appeared
as one of my choices in the drop down of the display tab.

I am hoping that the station is truly down for maintenance and that this
actually worked. 

It seems the version we are using is broken because it only allows
choosing the first (alphabetical) station in any given city that has
multiple stations.  I tried to fix this by editing stations.dat to give
Wings Field the city "Blue Bell" which is more accurate than
Philadelphia and should have created a unique entry under United States
- Pennsylvania.  That didn't work even when I exited and restarted the
panel app.
