You need the full path to the .deb file: 
/home/<your-username>/Desktop/pikdev0.8.1-1_i386.deb
or just ~/Desktop/pikdev0.8.1-1_i386.deb

Remember also that filenames and directories are case-sensitive
That one always gets me :)
