KDE menus

I'm struggling to understand Kubuntu, KDE & XDG and how it all interacts to 
create the K menu.

These look normal:
derek at othello:~$ kde-config --path xdgdata-apps
/home/derek/.local/share/applications/:/usr/share/applications/
derek at othello:~$  kde-config --path xdgconf-menu
/home/derek/.config/menus/:/etc/xdg/menus/

However, there are many KDE utilities that have no menu entries (e.g., 
kappfinder), and reinstalling still doesn't create one, even though it 
apparently should.

Then when I installed CrossOver office, I couldn't get the CrossOver menu 
entries either.

From what little I understand of XDG, they should be there.

Does Kubuntu actually suppress menus?  If so, how can I stop it?  All those 
<NOT>, <AND>, <OR> and <CATEGORY> tags in /etc/xdg/menus/applications.menu 
are pretty confusing, and I suspect somehow it's in there.
