Missing kde taskbar

Update:  It is not a systemwide problem.  I created a dummy user from
scratch and it's taskbar came up fine.  If I erase the .kde dir, maybe
it will come up fine.

One thing I just remembered, after doing the update that might have
caused the problem, the new user wizard came up when I logged in. 
That might have messed with the config since I didn't skip it.
