Nvu - Full-blown WYSIWYG tool, not unlike Dreamweaver or FrontPage
      (my recommendation)
Bluefish - HTML editing tool (Gnome)
Quanta - HTML editing tool (KDE)

You may need to enable universe and/or multiverse then just:
sudo apt-get install <your-choice>
Synaptic or Kynaptic.
