mouse / codecs help

hi all,

i installed ubuntu 5.04 on my computer with serial mouse. my mouse 
works on windows. do i need to configure anything? also, i have read 
ubuntu guide about installing multimedia codecs. seems that i must be 
online in order to install them. i have problem with my modem so can 
i just download the files in windows then transfer and install them 
in ubuntu? what's the website if possible?
