Make sure noauth is set (remove hash mark) in
/etc/ppp/peers/kppp-options

Check that you are in the dip group: id <your-username>.
If not: adduser <your-username> dip
and logout/in.  Check that kppp is setuid root like this

$ ls -l /usr/bin/kppp
-rwsr-xr--  1 root dip 579416 2005-07-26 17:22 /usr/bin/kppp
