nvidia-settings

Adding extra repositories is done by editing /etc/apt/sources.list. See:
http://ubuntuguide.org/temp/#extrarepositories
In your case, you need to make sure you have an entry that contains
the universe repository. Blender in there and you should be able to
install it using apt-get.
