Kclock won't keep set time.

I have the same problem. This problem manifested itself when I enabled
syncing with NTP after daylight savings time.
My /etc/timezone is correct and I can temporarily reset the timezone
in the clock applet, but it never sticks. If I choose show timezone
and manually choose my timezone it's correct.
Is Kubuntu not setting some variable that KDE uses or is it a KDE bug?
