Kubuntu CI status

Hi Rik:

It seems to me moving pipelines to GitLab would make a lot of sense.
Apparently KDE have recently moved in this direction, and being aligned
would probably be very beneficial. We (the Kubuntu Focus team) would also
like to get aligned with the same systems and could provide assistance in
labor, technology, and infrastructure.
