Kubuntu CI status

Currently Kubuntu CI is effectively non operational, due to
incompatibility with ruby bundler in >= focal, and the migration of
upstream KDE git repositories to gitlab with changed project clone urls
and project namespacing.

As the tooling on the current CI is largely unmaintained (apart from
fixups), it may be a good time to consider a replacement or alternative.
Suggestions and proposals are welcome.

In the meantime manual packaging efforts can continue, but may in some
case be slower to have new things released due to the lack of the
advance preparation work previously done on our CI branches.
