Please remove Kubuntu i386 iso image builds for 18.10

I think the intent of the email here:

had this as an implicit request, but may have become held up in
moderation queue for being copied to ubuntu-devel

Regardless, I will now make the request directly and formally to this list.

On behalf of Kubuntu Council (and active developers) I request that i386
iso image builds are discontinued for 18.10.
