Kubuntu required package-set updates for Zesty (17.04)

Hi Lukasz,

I have personally tried reaching out to the Archive Admin, on a number of
occasions now, as has my colleague Rik Mills. But every request has been
met by a frustrating silence and inaction.  This is hugely demoralising for
the team as we pride ourselves on getting the latest KDE software on Ubuntu
to our users, but are being prevented in doing so, due to not having
sufficient upload permissions. The KDE dependency layers mean that often a
key package can bring our packaging effort to a stand-still as it affects
the entire KDE stack.

It does feel like we are going nowhere, very fast, especially as feature
freeze is approaching.  This maybe due to the recent turn over in Kubuntu
contributors (losing several MOTU's) and the new people (like myself) not
knowing how the process works or the go-to people to talk to when we hit a
problem.  If there are reasons behind our requests being ignore, we would
like to know why and hopefully resolve those issues.

We would appreciate any advice on how to resolve the issues faced.  I would
also like to thank-you for your prompt reply and your time in helping us
with this request.
