Backports PPA (WAS: Kubuntu Ninja Meeting)

Since I replied to that this morning I have been pondering if instead we
would be better skipping plasma 5.7 for Xenial backports and jumping
straight to 5.8, which is due to be released in less than one month?

Rationale being..

- We would be wanting to backport and run with 5.8 as a LTS plasma for
most if not all of the Xenial LTS lifetime anyway as it appears to be a
good match for long term stability on Xenial, so what benefit in 5.7
this late in the day?
- While 5.7 was a good milestone step, it was/still a little under baked
in terms of multi-monitor & wayland support etc, so again, worth the
benefit right now?
- With limited resource and much perhaps still to iron out on Yakkety,
and similarly 1 month or so until release of that, perhaps time would be
better spent on YY?

I'm not wedded to the idea of just forgetting the 5.7 backport, but
thought I would float the idea that we could just wait for 5.8.
