You need to update the seeds [1] (obviously you want the Kubuntu seed, not 
Ubuntu desktop, but you get the idea).  As a kubuntu-dev, you have access.

Then after the seeds are updated, you'll need to update kubuntu-meta.

Download the source package and update update.cfg, then run the update script.  
That should generate a new set of updated meta-packages that you just upload 
as usual.
