For Kubuntu, it can be confusing, because bug reports go two places,
to Ubuntu (not Canonical) and to KDE. We can help you decide where a
bug needs to be filed.

We sometimes by chance encounter bugs ourselves and fix them. However,
in general we rely on users to report bugs. Users have experience, and
a wide range of uses and equipment, which developers do not have.

Canonical is a company, and it does not support Kubuntu since some
years. Kubuntu is a community-produced flavor of Ubuntu. The Ubuntu
developers do support the base OS, and the Kubuntu devels support the
KDE side.

Marcelo is right about one thing -- we need precise information to
help. I'm glad to see people jumping in about the website, which is
one part we may be able to help with. Perhaps you will be able to find
some Brazilians who can help with translating the documentation into
Portuguese.
