I believe it is something to do with the .desktop files in the /usr/share/applications directory. Can you post the contents of the startcenter one  and libreoffice writer so i can have a look at the Exec= line.

I rarely use the startcenter, but it gives me problems. I have the latest
update; Version: 4.2.3.2 Build ID: 420m0(Build:2).

If someone can point me to where/how to report this I will add my voice to
this.
