At the boot screen for a live install you can press F5 (I think) and
get a selection of what sort of accessibility to turn on. In KDE 3
times these overrode various settings to change the theme to be high
contrast or have kmag by default or an onscreen keyboard.  These days
we also have qt-at-spi which together with Orca should be possible to
be used to control the whole desktop for blind users or those who
can't use a mouse or keyboard.  Something could also be done with
Simon to have a profile which runs that with a sensible setup so it
can control the desktop.  TheMuso is probably the chap to talk to on
the Ubuntu side and jpwhiting may be a useful chap on the KDE side.
