Kubuntu (the desktop) and Ubuntu (the desktop, server, phone, etc) are both
part of the Ubuntu Linux distribution and the Ubuntu project, so they are
connected.
I agree that some discussions with the Ubuntu LoCo team would be good (either
before or now). With the exception of Germany (for historical reasons that
don't bare repeating) there are not separate Kubuntu LoCo teams.
On the other hand, this is a volunteer project and you are free to volunteer
and do things how you want. I don't think you did anything wrong and no one
from the Romanian LoCo team has any inherent authority to control, oversee, or
direct your work.
Keep up your good work and offer to coordinate things with them. Clearly
Kubuntu is not a priority for them if it is not mentioned on their site. In a
volunteer project like this, the people doing the work get to decide, so don't
feel like you have some obligation to do what they say. Your work. Your
decision.
