Youtube offers a great way to implemet subtitles of many languages in a single 
video. The video can be made (I don't think this is necessary) with access via 
link only.

I volunteer to translate in Romanian (Subtiltes or doubbed).

Sorry, but I am not totally agree with you in this topic. It should
not be fine since there are users from all over the world. Maybe there
will be a lot of work (you are right if you are considering this), but
it will worth doing that.
