UDS-O Kubuntu Specs

You can start filling out specs in Launchpad to cover these ideas.  The naming 
scheme should be desktop-o-kubuntu-*.  Since Riddell usually approves the 
specs, I'd suggest filling in Kubuntu Council as the spec approver for now.
