Request for Tech Board approval of proposed Kubuntu Updates policy

Please see https://wiki.kubuntu.org/Kubuntu/UpdatesPolicy for the proposed 
policy.  We would appreciate review and (hopefully) approval at the next tech 
board meeting for which it would be convenient for the board.

Although I'm submitting this, the idea represents a strong consensus position 
of Kubuntu's developers and those users sufficiently interested in Kubuntu 
development to be subscribed to the kubuntu-devel mailing list or active in 
#kubuntu-devel.

We believe that we have sufficient process and experience in place to make these 
post-release updates a win for our users.
