KDE 4.1.3 into intrepid-updates

Hi

I'd like to proposed KDE 4.1.3 can be moved to intrepid-updates.  I'd
also like to ask about a standing allowance for KDE bugfix releases to
go into -proposed/updates.

The fixes are well documented

and the release is currently in intrepid-backports with no reports of
regressions.

It also includes a couple of further fixes from upstream and a dependency
workaround for khangman is currently broken when installed without kanagram.
