How about a user-driven (KDE-) preferences package repository?

I would have thought a section to upload screenshots (perhaps
art.kubuntu.org, similar to art.ubuntu.com) would suffice.  This would
then let people vote, etc.  If the art team was particularly interested
in a particular design, they could contact the user and get the design
off them then.

Nice idea, though.
