kdmtheme bug in System Settings (Bug #85882)

Before Feisty was released, the controll module for kdmtheme was moved into 
the Appearance section of System Settings. The original location was in the 
Advanced tab, beside the Login Manager. However, moving it to the new section 
introduced a problem: the control module required administrative permission, 
but there is no Administrative Mode. I recall that Tonio tried hard to trace 
the cause of the bug but was stumped.

I don't know if he has found a fix for it, but if he won't be able to, I would 
like to suggest moving kdmtheme back to it's original location, so as to give 
our users one less reason to dislike System Settings. :)

Although I do wonder about placing it in the Appearance group in the first 
place, since it is the only module there that requires administrator access 
and affects all users (except for the Font Installer, but that has 
a "personal" mode also).
