Well, well. I read the whole  thread and it was quite long. Hopefully it
seems I don't have the problem. Indeed, I found the culprit: Superkaramba
and its wheather applet. If the applet gain access to network and lose it,
it starts using a good slice of the CPU, preventing the cpufreq to lower :-(

So I killed SK and now everything is fine! At least at the cpufreq level
because I still have problem with other powersaving things :-(
