[Bug 2097070] [NEW] Missing administrative actions context menu

Kubuntu 24.1o Dolphin is missing the Administrative Actions context
menu.  No way to Act as administrator when view folders in Dolphin.
Adding admin:// to the path also does not work and gives an Invalid
Protocol 'admin' error.
