[Bug 1889987] [NEW] polkit authentication agent does not start

Public bug reported:

After a fresh install of Lubuntu 20.04.1 LTS, GUI applications cannot function properly unless run using sudo
For example nm-tray cant add a wireless network unless an instance is run using sudo
When I start KDE partition manager from menu, it does not show any devices
File manager cannot mount any device
/etc/xdg/autostart/polkit-kde-authentication-agent-1.desktop is present
but when I try to start it manually following error is shown:
