[Bug 1569643] [NEW] kmail "details" button inoperative when startup fails [16.04 Xenial]

Public bug reported:

My kmail startup failed.

The message displayed is:

"The Akonadi personal information management service is not
operational."

A "Details" button is displayed.

When I click the button it depresses but nothing happens.

I would have expected it would show a modal with some diagnostic
information.
