[Bug 1504949] [NEW] kde-baseapps-bin not installed by default

I believe this has always been and should be installed by default.
Without it, chrome uses ugly GTK dialogs. Currently (15.10) it is not
installed during setup, nor is it a dep of kubuntu-desktop.
