[Bug 1201763] [NEW] System notification helper shows ridiculous number of messages

Public bug reported:

After a package upgrade and subsequent sleep, I found my system with the
whole height full of "reboot required" messages. Upon clicking away one,
the rest slowly crawled upwards with 100% cpu usage for X on one core.
Twenty minutes and a couple of hundred messages later all were gone.

It seems ridiculous to spam the same message hundreds of times when
there is one already visible.
