Because the default wallpaper is part of the kde plasma workspace
experience.

Also on an unrelated note it will then cause bug reports a la "yo, where
be my wallpaper" and unless you become a bug triager *hint*hint* I don't
see anyone willing to deal with that sort of thing :P
