[Bug 1264069] [NEW] Make all wallpapers optional

Public bug reported:

I've just removed everything from /usr/share/wallpapers and KDE still
works the same as before. So why enforce any wallpaper if they are not
really required?

I mean moving anything that goes to /usr/share/wallpapers into a
-wallpaper package and making the dependency on it optional.
